PWD Rajouri and Nowshera remained a “Goldmine” for tainted Engineers; Crores spent on paper but no record available

RAJOURI / NOWSHERA: In the last issue, PT presented first part of blunders in PWD Rajouri. Carrying on further in exposing various frauds, record of quotations from different firms for providing material to PWD stores as per demands also not available and this shows that how Executive Engineer tried to hoodwink all by not providing the information desired. This point towards a bigger scam in several crores and it also shows that PWD remained a “Goldmine” for tainted engineers of division Rajouri. In yet another blunder, there is no record of bills and payments made by Executive Engineers in favour of various firms for the purchase of material. Moreover, information on Indents showing where the materials from PWD store Rajouri was used work wise/year wise is not available and this shows that a massive fraud in several crores was scripted by PWD officials at Rajouri. The information about how much material allotted to each JE work wise is also not available. The role of Storekeepers of PWD Rajouri and Nowshera also need to be investigated by the government. On the name of J&K Cooperative Supply and Marketing Federation, LTD, large number of bills amounting to several crores were passed in lieu of hefty commission. A major chunk of material purchased from such firms was not used on the ground, instead, tainted engineers and storekeepers sold material somewhere else and earned through illegal ways, thereby giving massive setback to government exchequer in crores. Under 12th FC, MH 5054, MH 3451, MH 2203, MH 4230, many fake bills were passed without executing the work on the ground. In some cases under these heads, little bit of works were carried out and later, huge bills were passed on paper. Sensing trouble, Executive Engineer PWD Rajouri also failed to provide the same information. On purchase of Bitumen, tainted Engineers also passed huge bills, but on ground, huge compromise was made in blacktopping of various roads in Rajouri and Nowshera divisions and the issue of poor quality blacktopping work on various roads came in various media platforms over the years. The negative role played by 24 Junior Engineers (Names available with “POONCH TODAY” later promoted, who remained posted in Rajouri divisions during the last few years gave massive setback to government exchequer needs to be investigated by the anti graft agencies. Still, some JEs are working in PWD Rajouri, who, reportedly using the traditional method of withdrawing fake bills without executing the works on the ground. Several lacs of cement bags were sold out illegally, but on paper, they were shown to be allocated for different works and majority of those works were never executed on the ground. Even some fake bills in several lacs were also cleared in favour of Steel Authority of India by Executive Engineers of PWD Rajouri and Nowshera divisions. Payments made in favour of JAKFED, Steel Authority of India, J&K Cooperative Supply and Marketing Federation need to be investigated by government as reportedly, crore of rupees were misused by tainted Engineers and Storekeepers posted in both the division of Rajouri district(….)
