Executive Engineer, Storekeeper hiding major scam worth several crores in PWD Rajouri; Tampering of record done to hide misdeeds

RAJOURI: In the last two editions of this newspaper, elaborate detail of massive scam in PWD store Rajouri and Nowshera divisions was published and it shows how Storekeeper and Executive Engineer played an open fraud and provided tampered record. In Rajouri division, over Rs 90 crores were booked in PWD store from 2008-09 to 2018-19 and in Nowshera division over Rs 58 crore was booked as claimed by PWD authorities, but highly placed sources inside the department told “POONCH TODAY” pleading anonymity that under a well planed conspiracy, Executive Engineer and Storekeeper provided half and tampered record with an agenda of hiding their multi crore scam. Sources also said that former Executive Engineer in PWD division Rajouri fearing exposure of massive store scam in crores decided to leave the division and few days back, he was willingly transferred from Rajouri division. Similarly, Executive Engineer Nowshera also preferred his transfer as he was expecting exposure of major scams in Nowshera division. The data which is available with “POONCH TODAY” shows that storekeeper played an open fraud and was instrumental in preparing tampered record, because on ground, they have no proper record of such a huge amount of Rs 90 crore booked in PWD store of Rajouri division. There are no details of Indents of material issued from store. When X.En was asked about information about store, the later provided information about bill of Rs 37,000 passed in favour of Mahashakti Auto works. Some fake bills in several lacs were passed in favour of Kashmir Spun Pipe and Allied Industries. There is no record of Bitumen worth Rs 3 crore purchased in division Rajouri. Despite knowing massive scams in PWD Rajouri and Nowshera division, successive Executive Engineers and Storekeepers didn’t allow the cat to come out of the bag, but as per official data available with “POONCH TODAY”, it shows how tainted Storekeeper, X.ENs along with JEs, AEEs looted government exchequer from fake withdrawal under different schemes from store only. An experienced official of PWD Rajouri, now retired, pleading anonymity, said, “If government conducts an enquiry of the works under different schemes during the last ten years only, a massive scam in several thousands of crores will come out and many X.ENs, AEEs, JEs and Storekeeper will have to face wrath of the govt, but the question is who will bell the cat?” added “Alone from Bitumen and Store scams, one can detect a Rs 200 crore scam in both Rajouri and Nowshera divisions.” Why Executive Engineer Rajouri and Nowshera preferred their transfer after exposure of scams by this newspaper?” It shows only the wearer knows where the shoe pinches…..
