BDOs violate government rules by giving benefits to individual beneficiaries

POONCH: Time and again, it has been brought to the attention of the government that massive bungling under different schemes has taken place in the Rural Development Department, Poonch, but those sitting at the helm of affairs in the department have failed to take action against the culprits.

According to high-ranking department officials, BDO Poonch provided benefits to an individual beneficiary in Panchayat Banwat in violation of all rules. Similar to this, in block NSSB, a person, who was earlier given benefits under PMAY, has built another story over the said PMAY structure. This shows that the said person was not poor but was given benefits under PMAY out of the way by the RDD officials. By violating all rules, another story has been constructed over PMAY House, and it shows that malpractices have become the order of the day in the department. GRSs, Secy Panchayats, Technical Assistants, Executive Engineer REW, Assistant Commissioner Panchayats, BDOs, and others up to the office of the ACD have taken everything for granted and are involved in brazen financial irregularities. The district administration was seen holding regular meetings of RDD employees, during which directions were given to implement various schemes on the ground, but the commission culture in the department is so deep that tainted officials squandered every opportunity to earn money. In Sathra block also, many government employees were given huge benefits under IAY and later under PMAY by showing the same old structure. Director RDD Jammu, despite fully knowing the brazen malpractices in Poonch district, has failed to take strict action against the erring officials who have violated the rules by fulfilling their own interests. Few Secy panchayats have risen to positions of such prominence in the department that nothing moves without their approval. In the Loran block also, a few employees have become more powerful than BDO and were involved in frauds totalling several lakhs under different schemes. Sources in the department said that many scams totalling several lakhs are still lying beneath the carpet, but top officials, fearing exposure of their misdeeds, prefer to remain silent. Without verifying the facts on the ground regarding developmental works, tainted officials prefer to hit the financial sweet spot, fully knowing that nobody in the administration will take them to task. A high level inquiry is needed against those BDOs and other officials who have taken everything for granted by giving favours to individual beneficiaries. The terrible state of affairs in the department shows that the ACD has not succeeded in streamlining the department.
