POONCH: If a few tainted officials of the health department in Poonch have the capacity to befool even the scheme launched by the Prime Minister of India, then one can easily come to the conclusion about the bad state of affairs in the department in tackling various schemes.

The majority of people in Poonch city are still without golden cards, but ironically, top officials of the health department in Poonch were awarded for ensuring 100% coverage of golden cards, and this shows that everybody, from the department to district administration, is involved in the open fraud. On one hand, the administration used to beat around the bush about better health care facilities, but on the ground, those sitting at the helm of affairs for reasons best known to them have maintained a criminal silence on various financial frauds in the department. The scheme of golden cards is for poor people, but if people living in Poonch City have not gotten their cards, then what is expected from the department regarding delivery of cards in far flung areas. CMO, BMOs, and those involved in preparing fake data under various schemes to befool the government have not been taken to task yet. Despite showing 100% targets under various schemes, unfortunately nobody in the government is looking at the ground conditions, for which a high level inquiry scheme-wise from the anti graft agencies is the need of the hour to book those, who have taken everything for granted. The district administration has also maintained a questionable silence on the issue. On the encroachment of hospital land, no concrete action has been taken yet, although an exercise was launched by the revenue department in Poonch to identify the state land; what happened to that investigation is still unknown. Have those involved in the encroachment of hospital land influenced top officers? The health department seems to be in defunct mode. With respect to the non delivery of golden cards to the people, a high level inquiry is needed from the PMO office to take action against the erring officers, including the CMO and other officials of the department, for scripting various financial frauds under various schemes.
