CEO office Poonch fire incident indicates a big conspiracy to hide massive loot in the Samagra Shiksha unit; Big nexus operates from the Samagra directorate to the district level

POONCH: Samagra Shiksha is a high-class scheme launched by the Govt. of India a few years ago with the main motto to ensure the overall development of the student right from pre-nursery class to 12th. This scheme has various positive features to strengthen the students by covering every possible area.

The govt of India provides a huge budget for the implementation of the scheme at all the levels, but over the years, those appointed at important places in the said scheme from top to bottom have tried their best to loot the government exchequer through fraudulent purchases, building work, and a lot of other components that come under the purview of this scheme. Shockingly, all such frauds remained beneath the carpet for years, but the recent fire incident in the CEO’s office raised an alarm and indicated a big conspiracy to hush up the issue of brazen financial irregularities in the Samagra Shiksha unit. This fire incident seems to be a big conspiracy of some tainted people to hide their massive loot, from several lakhs to crores in total, during their stay in the section in question. A few employees, including a contractual one, remained posted in Samagra Shiksha for years and managed huge funding under the said scheme. Blue-eyed employees managed their posting for years on unknown orders, but shockingly no questions were raised on their long stay in the SSU, which used to get huge funding for various components. A few employees were also looking for RET conversion files and their further posting to various places, thereby earning in a handsome manner by settling the cases. Highly placed sources in the Samagra Shiksha directorate told “POONCH TODAY” that the roots of massive financial frauds lie in the office of the Deputy Director Planning, from where the said big nexus operates. This nexus gave a massive blow to the government exchequer in various districts of the Jammu division. Hundreds of teachers were illegally attached to the Samagra Shiksha directorate for years. Those holding important positions in Jammu and at district offices looted funds in the names of purchasing various items for the school, and the majority of items never reached all the schools for years. The record of purchasing was not matching with the stock register. Those posted in the Samagra Shiksha unit openly violated rules and were involved in massive illegal purchasing of several lakhs on paper through GEM for years by openly violating financial rules without any check from successive CEOs. Why did the successive chief education officers and DEPOs remain mum over this massive fraud scripted in the Samagra Shiskha unit? It raises a big question mark and also indicates their silent involvement in this whole scam. Although the authorities claimed that official records, including various items like computers, stationery, generator sets, and other important things, were burnt completely, it raised a big question mark on the working of the CEO office. In a similar incident years ago in DIET Poonch (old building), a massive record was burnt. Likewise, some similar minor incidents of fire were earlier reported in the CEO office also by some tainted employees who used to run the parallel system inside the CEO office to hide their malpractices. A retired officer of the education department, pleading anonymity, told “POONCH TODAY,” “From SSA to Samagra Shiksha, a massive setback was given to the government exchequer in several crores over the years, and those who scripted these financial frauds later used to play mind games to destroy the record. It’s a big question mark on the department that a few employees, including contractual employees, were allowed to run the financial affairs of the Samagra Shiksha unit.” On the reported issues of financial frauds, he further added, “I suggest an ACB or CBI inquiry into the issue, and I am one hundred percent sure that if a proper inquiry is conducted by the government, financial frauds in several crores will come out from the office of project directorate Samagra Shiksha, the office of Deputy Director Planning in Samagra Shiksha, and at the district level.” CEO Poonch has said that the department has written for an FIR into the issue. Meanwhile, the police officials have registered an FIR no. 122/2025 and have started an investigation into the issue. But this nexus in the Samagra Shiksha unit is so strong that its roots lie in the office of the Project Director, Deputy Director of Planning Jammu, and other districts of the Jammu division. The ACB needs to investigate the issue from top to bottom to bring to book those culprits who played massive financial frauds over the years secretly without being noticed by anyone. Those who remained in the Samagra Shiksha unit by managing their posting by hoodwinking everybody have exposed the working of the CEO Office Poonch. It’s a big question mark on successive CEOs how such tainted employees who are meant to educate the students in schools were allowed to work in the Samagra Shiksha Unit. Are contractual data entry operators so strong? Were successive CEOs also hand in glove with those posted in the Samagra Shiksha unit? This needs to be investigated. There are also reports that some contractual data entry operators and a few other employees holding important positions work as dictators and control everything in the department. They all indulge in various types of illegal financial practices but are never taken to task by anybody. An in-depth inquiry is needed into the issue and all the financial components of the Samagra Shiksha unit from the directorate level to the office of the Deputy Director of Planning, from where the nexus operates silently to the offices at the district level, to uncover the truth in the public interest. Those employees who misused their positions in the said Samagra Shiksha unit by bulldozing the aspirations of the student community with their open indulgence in financial frauds need to be brought to justice by the government. Will the government start an inquiry into the issue? Only time will tell because merely registering an FIR will serve no purpose, as a similar FIR was registered in June 2021 on the issue of the lostrevenue record of Poonch city, but no action has yet been taken by the Poonch police.
