Fake purchases in the Poonch health department in open violation of rules give a big setback to the government exchequer; CMO office, M.S., involved in multiple financial scams, Commissioner, MD NHM, Director Health, Nowhere

POONCH: The Health Department of Poonch has become a hub of brazen corruption, as out-of-the-way fake purchases of medicines and other equipment in open violation of rules have become a routine phenomenon. As a result, a massive setback was given to the government exchequer by the tainted officials of the department, right from the top to below.

Despite fully knowing about the various frauds in the department in Poonch district, the Commissioner/Secretary of Health, MD NHM and Director of Health Services have maintained a questionable silence. No inquiry has yet been initiated against massive NHM blunders in the district. Tainted officials of the Raja Sukhdev Singh Hospital Poonch and others murdered government funds openly without any fear of the law. Funds under one component were transferred to other components without following a proper procedure. Under the HDF, the tainted officials passed huge fake bills amounting to several lakhs. As far as the hiring of private security is concerned, blue-eyed persons were given an advance advantage in violation of rules, and it clearly shows that there are no rules existing in the department and those holding important posts were calling the illegal financial shots.  The office of CMO Poonch, Medical Superintendent Raja Sukhdev Singh Hospital Poonch and other important offices of the department in the district scripted multiple financial scams. Imagine the state of affairs in the department that the hospital land scam has not been solved yet, although many efforts were made by the administration to retrieve encroached land of the hospital, but those who were holding important positions in the department managed everything behind the curtains. It’s a big question mark on the civil administration of Poonch that the issue of hospital land encroachment has not been solved yet. Under various components of the NHM, the tainted officials looted the government exchequer at will. A former MD of NHM was also accused of getting huge commissions from various pharmacy companies through his close relatives in addition to scripting multiple financial scams. The same MD NHM also posted his close relatives in NHM in open violation of rules. The horrible state of affairs from the NHM directorate to the health department in Poonch clearly states that the health department has become an epicentre of huge corruption. Under the information activity, the top departmental officials adjusted their henchman and withdrew huge funds in several lakhs out of the way. The Commissioner/Secretary of Health, MD NHM, and Director of Health Services always talk of good health care infrastructure at all the levels, but the ground condition is so alarming that the said department has become a hub of open frauds. These days, a new strategy is under implementation in which the health sector of Kashmir has gained huge access to the healthcare facilities at Poonch with the help of departmental officials and some locals. A number of illegal clinics, blood test centres, and illegal healthcare centres have been opened which claim to offer different services, but their claims have not been checked by any agency of the government. Are the Kashmir-based doctors playing with the health of the people of Poonch, eyeing huge business opportunities through their agents in Poonch? This has also given a huge opportunity to the CMO and M.S. Raja Sukhdev Singh Hospital in Poonch to earn heavily from registration and related activities of such illegal clinics, including questionable blood test shops. The health sector is on the ventilator in Poonch district, as the main agenda of the tainted departmental officials is only to loot the government exchequer. The fake purchase scam is so huge that it exists in several crores, and if a detailed investigation is initiated by the anti-graft agencies, many multi-crore scams will come out in which several CMOs, medical superintendents and BMOs remained neck-deep involved. In every NHM scheme of the department, there lies a big scam worth several crores, and those who remained part and parcel of big scams were not taken to task by the government.
