POONCH: Despite remaining in the media limelight for various frauds, it has been proved that “Mafia Raaj” in the health department of Poonch is more powerful than its commissioner and director of health services, Jammu. Whether illegal attachments, brazen financial frauds, massive embezzlement of funds on private security-related issues, illegal NHM posting orders of some blue-eyed employees on some important posts, vehicle attachments, block financial frauds, store fraud, and other unhealthy financial practices in NHM from block to district level, the list is endless. 
It seems that “Mafia Raaj” has strong roots at the Directorate of Health Service level and in the office of Commissioner/Secretary of Health. Scams worth several crores have been scripted in the department for years, but not a single inquiry has yet been initiated against any of the tainted employees. Those who manage everything behind the curtains were not touched at all, and it raises a big question mark on the Chief Medical Officer, who reportedly has big political backing. Some successive medical superintendents and CMOs looted the funds with the help of their trustworthy soldiers over the years. Close relatives of top chairs and those having good relations with the top chairs managed their postings and attachment to desirable places. Still, the credentials of several important employees are unknown as far as their daily attendance is concerned. A doctor, who was posted in Poonch, managed her attachment to Jammu, and it shows how the system remained defunct. There is a huge shortage of doctors even in the Mandi, Surankote, and Mendhar tehsils, not to mention the district headquarters, Poonch. The entire health care system is on the ventilator. The horrible state of affairs in the medical department shows that only “Mafia Raaj” is active in the department, and it is so strong that even the Commissioner/Secretary of Health and Medical Education and the Director of Health Services Jammu have no guts to take on this mafia, which has already murdered funds under various schemes continuously for years through their illegal practices. There are reports that despite being under the watchful eyes of the media and agencies, some blue-eyed officials are still managing their transfers and attachments in a secret way, and it clearly indicates that the CMO, medical superintendent, and other tainted employees of the “Mafia Raaj” are doing things without any fear of the government. Hence, it has been proved that “Mafia Raaj” in the health department is more powerful than its commissioner and director of health services, Jammu.
