During the NC, Congress, and PDP regimes in J&K, there were regular recruitment drives. Both the twin districts of Poonch and Rajouri were solely dependent on the recruitment of teachers because the education department was the last ray of hope for the qualified youth. Even after an eight-year hiatus, no advertisements for the position of teacher have appeared since 2014. No doubt, serious allegations of corruption and picking up their “blue-eyed” candidates for various posts including JKAS, JKPS, and some other departments were raised against the NC, PDP, and Congress regimes in the past, and many allegations were also proved, but one thing was there and that was regular recruitment drives. A number of JKAS, JKPS officers got the job with political and other influence during the regimes of the NC, Congress, and PDP, and there are a number of examples of this. Likewise, in many departments, including revenue, higher education, and civil secretariat, jobs were sold like tomatoes and potatoes during the previous regimes to adjust their blue eyed people. On the other hand, the BJP government has done away with the practice of interviews for some non-gazette posts to reduce chances of corruption by introducing transparency, and only meritorious candidates who pass a competitive exam can get any post. Although the BJP led government has introduced transparency in the recruitment sector, by not conducting regular recruitment drives, including for the posts of teachers, the BJP seems to have no knowledge of fulfilling the aspirations of the educated youth like the NC, PDP, and Congress regimes used to do. In the absence of big industrial houses in J&K, the educated youth is fully dependent upon government jobs, particularly those of teachers, belt forces, the health department and some others. Although the Congress, NC, and PDP regimes were accused of various malpractices in the recruitment process, recruitment drives were conducted regularly, giving a ray of hope to the educated youth. The BJP claims that the UT government has advertised a large number of posts, but in the recent past, allegations of corruption surfaced, and as a result, many drives have not reached their logical conclusion, thereby giving huge frustration to the deserving candidates. To satisfy the educated people in different fields by organising regular recruitment drives, the BJP needs to learn this from the NC, PDP, and Congress because the youth on the ground need results and not hollow statements.
