POONCH: Despite the tall claims of the government about the state-of-the-art infrastructure in the health department, the poor internal condition of the Poonch health department speaks volumes, as nothing lies in order.

A single person is looking for a mobile medical unit, but a number of people are unnecessarily attached to the MMU who never visit far flung areas with the MMU. Some of the employees attached to the MMU also get two and a half days’ salary despite the fact they never perform their original duties and this practice has been going on for years. Those originally posted in other units also managed their attachment in MMU, and it shows that, right from the office of CMO to medical superintendent, nothing lies in the order. NHM officials, including some doctors who are posted in far-flung areas, never attend their duties regularly, and whenever they visit their original place of posting, they only stay there for a few hours without any check from the department. The whole system is disturbed as a result; it’s the common man in far-flung areas that is suffering. Moreover, brazen violation of the NHM rules took place as some blue-eyed officials close to successive CMOs and medical superintendents managed their transfer to the desired places. A former CMO transferred his close relatives from Poonch to Mendhar and Surankote, while other close ones remained posted in less important units in the hospital. The whereabouts of some NHM employees who were originally posted in Poonch are unknown, as they are reportedly doing their jobs in Surankote and Mendhar. Some NHM officials have made a mockery of the system as they boldly say, “Koi kya kar lega hamara.” Those NHM officials who have been looking after the financial affairs of NHM in the entire district have scripted multiple financial frauds under various NHM schemes over the years, but they have still not been taken to task by the department. A contractually retired doctor converted the operation theater of Raja Sukhdev Singh Hospital into a toll plaza by charging Rs 4,000 per case, but no action was taken against him by the department. No inquiry was conducted into the ineffectiveness of the DIEC unit, as the concerned officers failed to justify the existence of the said unit, where some employees posted they never attend their duties regularly. Moreover, contractual employees have become members of the NQAS team and used to conduct internal  assessment in the department on papers. They spend money in the name of internal assessment and later give  favourable reports without having technical qualification to access everything and it shows that the things are being taken so lightly where brazen misuse of funds have become a routine exercise. In another shocker that shows how the office of Deputy Commissioner Poonch was misused for years as far as deputation of some employees to sports activities organised by private parties are concerned. These employees, for years, spent their times mostly with the private organisers of the various sports events, as a result, it’s the common man that suffered a lot due to non-availability of the concerned employees to their original places of postings. A number of such deputation orders are available with “POONCH TODAY” which shows how the mockery of the government rules have taken place in the health department by deputing the officials in private sports events repeatedly. In the name of private security, massive bungling has taken place for years with the involvement of a few persons.  It clearly shows that terrible states of affairs have been going on in the department.  From illegal attachments and illegal transfers to other terrible internal financial and other conditions of the department, the top brass has maintained a questionable silence, and it shows that all is not well in the department, where open violation of various rules has become a routine exercise without any check from the government, and it shows that the system is at the mercy of God. Will the government rise from its slumber to investigate all the issues to bring to justice those who have become habitual offenders in the department?
