POONCH: It’s unbelievable, but it’s true that in some medical blocks of the health department, Poonch, some blue-eyed lower-rung staff members are seen calling the shots on every issue, especially in NHM schemes. Sources in the department told “POONCH TODAY that on the renovation of PHCs, a huge amount of several lacs was withdrawn from the government funds, but only a small amount was used in some PHCs.

Similarly, in the purchase of items on GEM, shrewd health officials played a big fraud with the government exchequer as the code numbers of items purchased through GEM and items lying physically in the office don’t match, and it clearly shows that in the majority of purchases of items, from a minor to a major one, blue-eyed health officials have been playing a big fraud that can run in the range of several lakhs to crores. Some BMOs who are not efficient from a work culture and knowledge point of view are seen behaving like puppets before these lower-rung staff members.  They are in complete slumber because they have only one agenda, and that is to get commission in every scheme, and they are happy that their subordinate officials are providing them on a regular basis. Taking full advantage of the lack of knowledge of some BMOs, blue-eyed lower-rung officials are seen behaving as officers in addition to earning a handsome amount of money through all schemes.  Right from block to district level, a few lower-rung officials have taken the entire system into their own hands and are clearly seen murdering the government exchequer. These officials sitting at some BMO offices have become so powerful that even BMOs, doctors, and paramedical staff members are seen running before them in every matter. The horrible state of affairs in the health department in Poonch clearly shows that top officials, including BMOs, have given open shelter to these tainted officials, who have eclipsed the whole financial system of the department. A high-level inquiry is needed to find out how much money was used in the renovation of PHCs and a deep investigation into the items purchased through the GEM portal and their physical presence on the ground, because highly placed sources in the department told “POONCH TODAY” that this GEM purchasing fraud is a bigger one and can run into lakhs to crores.
