Shall the district administration present white paper on 75% funds utilization by 31^st December 2021?

POONCH: As per the directions of the government, DC Poonch, few weeks ago directed all the departments to ensure 75% funds utilization on the ground else the funds will be lapsed after 31^st of December 2021.

Now, the said deadline is over and it would be interesting to know how many departments have utilized the funds on the grounds scheme wise or were funds used on paper only in a haphazard manner to avoid funds lapse?  Majority of departments were seen organizing many activities before 31^st December. There was a huge rush in PWD and other departments. If the district administration is really sincere from a transparency point of view, then DC Poonch must issue a white paper on funds utilization and progress report by all the departments, else people will continue to question the credibility of all departments of the Poonch administration. Many departments reportedly played foul as far as using funds are concerned. On paper, many departments have achieved targets under various schemes, but ground conditions speak different languages. During the last five years, funds to the tune of several crores were provided to district administration, but those funds were not properly reached on the ground. Even huge bungling was reported in Tribal Sub Plan, Tourism department, Social welfare department, PWD, PHE, Irrigation, Art, culture and languages and few other departments. In the name of information activity, time and again few local people were used and many schemes of the government of India were not properly reached to the people at grass root levels by various departments. Instead, funds used to be murdered by organizing cultural activities on every occasion, thereby completely ignoring the purpose of giving real information to the people by various departments. On paper, the administration claims massive development on the ground, but reality shows otherwise. If DC Poonch is really sincere and gives priority to solving public grievances related to development, then he must issue a white paper department wise as far as using funds up to 31^st December is concerned. If he fails to do the same then the claims of the administration regarding huge development in every sector will prove only a hoax.
