High-level inquiry on various financial frauds in NHM is the need of the hour; CMOs, BMOs, NHM staff enjoyed the bounty

POONCH/RAJOURI: National health Mission has remained a money minting machine in Poonch and Rajouri district in which various CMOs, BMOs, Medical Superintendents, and those who got important chairs in NHM and various hospitals, remained brazenly involved.
On paper, funds claimed to be used on the ground, but the real truth is known only to those, who scripted massive financial frauds over the years from NHM schemes alone. Even in all districts of the Jammu region, NHM officials played havoc with government funding over the years and those associated with NHM built lavish properties in several crores. Huge frauds were reported from various NHM activities. Even, NHM directorate remained involved in various scams with the involvement of those, who remained at the helm of affairs in NHM. Various CMOs, BMO also enjoyed the bounty with the involvement of NHM officials. As far as open loot from NHM is concerned, Poonch district is also among the top players of various districts in the Jammu region. There are no clear details available on the record on the amount used on the ground. Despite bringing the issues in the public domain by “POONCH TODAY”, no inquiry was ever ordered against NHM officials, CMOs, BMOs, and Medical Superintendents of various hospitals in the Poonch and Rajouri districts. In many hospitals, in the Jammu division, the Hospital Development Fund which forms a good source of revenue generation was misused in almost every district. However, in a big revelation a senior health officer, who was once BMO and was accused of transferring NHM funds into his personal accounts from 2009 to 2011 had made CMO in one of the border districts of the Jammu division. It is pertinent to mention here that the said health officer during his stay as BMO in the border district, was booked by the vigilance organization and was facing trial for two years. As few vigilance officers, reportedly were close friends of the then BMO, the latter managed to shift his case from vigilance organization to health Department J&K and in a smart way, he was successful in getting an order from Vigilance organization to health department to conduct a departmental inquiry. However, the said departmental inquiry was started in 2014 and what happened to that inquiry, is still unknown. The same tainted officer who looted NHM funds in several lacs was made CMO by Director Health Services after indulging in hand in glove activity, said sources present in Director health Services office Jammu. They said that before giving him big responsibility of CMO in one of the districts of the Jammu region, the Director Health Services closed his inquiry, behind the curtains and after ensuring a good deal, the said tainted official was made CMO. This issue was also reported earlier by “POONCH TODAY” but the government never took to task those who played foul in this case and appointed a tainted officer as CMO. Few staff members of the Health department including NHM officials have taken everything for granted and used to misguide top chairs in district administration over financial management in NHM. The NHM deserves a deep inquiry to detect scam which is likely to be in several crores, right from Poonch district to various districts of Jammu region, what to talk about the situation in Kashmir region. Those, NHM officials who played havoc with NHM funding need to be taken to task by the government for murdering the taxpayers money for their self-interest.
