POONCH: A strange case has come to the notice of “POONCH TODAY” in which discussions among some officers of the Poonch administration were going on to sell some properties of Poonch municipality on the directions of NGT to settle the Rs 2.46 crore fine. In this context, an auction committee was formed in January 2026 to address the issue, but in between, the Poonch municipality reportedly approached the director of urban local bodies Jammu for further directions on the issue. A sitting JKAS officer who is questionably holding the charge of some important departments beyond his rank was also a member of the auction committee working on this issue of selling municipal properties to clear the NGT dues.

But the question arises: why was the J&K government not approached by the Poonch Municipality to request the release of dues to clear the NGT fine? This idea of selling government properties just to get the required money to clear the NGT dues will set a bad precedent for the future. Reportedly, the auction committee identified the community hall of the municipality in Purani Poonch as one of the identified properties for an auction, but with the involvement of the Deputy Commissioner’s office, the matter was delayed up to the time of filing this report. Some more properties were identified to collect revenue, and in one of the aspects, auctioning some of the dead stock material lying in the municipality office in Surankote was scheduled from March 14 to March 17. Moreover, some forces that are already under the radar of investigation agencies for their questionable acts against the nation reportedly have shown keen interest in buying the said municipal properties, including the community hall situated at Purani Poonch, if the same is put up for auction. Is this a big conspiracy to capture government lands in Poonch City under a well-planned agenda of some forces by taking shelter of NGT directions? Although some individuals known for securing their self-interest only were seen highlighting the issue of dumping material near the Poonch River regularly and took the issue to NGT, they were seen completely silent when the discussion on selling government properties was initiated by the Poonch municipality. If the reports of this auction process to sell government properties are true, then it’s really a dangerous trend in the making. “POONCH TODAY” is in possession of some solid proofs which clearly show that those individuals, who were known for launching a big hatred campaign against Prime Minister Narendra Modi over the years by organising many programmes and for their huge love for Pakistan and other anti-national forces, when they entered the elite services, reportedly gave their ideological baton to others in addition to silently implementing a heinous agenda, which they are known for on the ground while being in government services. It is pertinent to mention here that the NGT imposed a compensation of Rs 2.71 crore on the MCP for violating solid waste management rules and its failure to protect the Poonch River. The NGT imposed the penalty in two stages. The initial fine was Rs 1.62 crore, and an additional fine of Rs 1.09 crore was imposed for the failure of MCP to address the issue. Reportedly, an amount of Rs 25 lakhs was paid, but Rs 2.46 crore is still the balance for which the plan to sell government properties was made on the strong directions of NGT, rather than approaching the J&K government for the release of payments. It’s a hardcore fact that some executive officers over the years looted the government money under different municipality schemes, and now, for such a meagre amount of Rs 2.46 crore, a questionable plan has been initiated which is still in the discussion stage to sell government properties, which clearly amounts to an act of dishonesty to the nation. It is pertinent to mention here that in the past also, with the involvement of tainted revenue department officials, many government properties, forest lands, government lands and buildings were illegally captured and illegally transferred away to some high-profile institutions for political reasons, despite the fact that those institutions always stood against the national interest. Now, such a thought of selling government municipal properties just to collect a meagre Rs 2.46 crore for the NGT as a fine rather than approaching the government of J&K to release the said amount shows that a high-level conspiracy was going on behind the curtains by some forces inimical to peace to capture government properties. It’s a big question mark on the Poonch municipality as to on what basis such an illogical thought of selling government properties on the NGT’s directions was made. Who is the mastermind of this plan, as it clearly indicates that some officers of the Poonch administration are implementing a heinous agenda against the internal security concerns to fulfil the aspirations of their masters? As the proposed auctioning of the community hall of Poonch municipality is just opposite the army’s airfield area in which some important army installations are located, if such a plan is implemented on the ground, then it will be a big internal security concern for the future. Is this a conspiracy of some tainted forces to surround army installations by capturing the government property and then building some multi-storey structures to disturb one and all? It’s the responsibility of the J&K government to clear the NGT fine, but the question arises: who floated this idea of selling municipal properties of Poonch to get a meagre Rs 2.47 crore? It’s a big internal security concern for which the intelligence agencies and the government must set up an inquiry commission to look into the issue from all angles in addition to studying the directions of the NGT. Never ever in history was such a case witnessed by anybody where some government officers planned this idea of selling government lands on the directions of the NGT just to clear the fines. It seems to be a high-level conspiracy, and if not tackled strongly, it may result in an alarming internal security concern for Poonch city and the district. The deputy commissioner of Poonch needs to investigate the matter in detail, as the behind-the-scenes planning of anti-national forces to capture government assets (like many already illegally captured in the past and still in their possession) isn’t ruled out in the future. It’s a very dangerous trend in the making for which a high-level inquiry is needed.
