POONCH: It seems that everything in Poonch is going on at the mercy of “God” where no body in administration seems to be accountable. Successive Executive Engineers Irrigation broke all previous records in corruption as payments under various schemes were released for doubtful works, what to call of works of permanent restoration. On the name of protection bundh alone near S.K bridge, doubtful payments in crores were released. Even no action was taken on reported matter of capturing of Irrigation canal on S.K bridge road and raising of shops over it by successive executive Engineers. Sources in Irrigation and FC department said that majority of payments made by X.En’s irrigation were of works which are existing only on paper only and not on the ground. They said that X.En has strong connection in high ups that’s why those who are responsible for taking action against corruption are silent on the issue. They said that all are hand in glove that’s why no top officer in administration bothers to take action against X.En for his brazen wrong doings. Office of Executive Engineer runs from a government quarter where a low grade employee was taking all the decisions of releasing payments because X.En used to remain in self enjoying mood every time, said sources in the department. It shows that no body is accountable in Poonch administration where everything is going on unplanned. The level of corruption has reached to an alarming level and it has forced the common man to raise questions over the working of District Vigilance Officer who is fully aware of the misdeeds of Irrigation and few other departments. Sources close to “POONCH TODAY” in the office of X.En Irrigation said, “Last three X.En’s have disbursed payments in several crores for doubtful works and if goes by routine commission culture, they have earned in lakhs by releasing payments which are under question mark. Yahan Sab chalta hai take it easy. Sab ko share jata hai”. Pertinent to mention here that ex -Poonch legislators several times leveled allegation of brazen wrong doings against Irrigation department, but no action was ever taken by the government against the tainted Irrigation department officials. It shows that commission goes from bottom to top. The said X.En never provided information to various RTI applicants. Reason, he was fully aware of his misdeeds and played every trick to deny information to information seekers to hide his frauds. Only a deep vigilance enquiry could bring the curtains off from the misdeeds of successive Executive Engineers, AEE’s, JE’s and other officials of Irrigation and FC department, who have murdered funds in crores out of state exchequer after the 2014 floods
