POONCH: Prime Minister of India and LG J&K UT have stressed time and again on corruption free system in J&K, but the RDD department which is considered as one of the most corrupt departments has not changed its stance, reason Assistant Commissioner Panchayat, ACD have no control over their subordinates which includes a few tainted BDOs who have just turned the department into a money minting machine. Executive Engineer REW is also in news for passing fake bills for various works without inspecting the works on the ground. Highly placed sources told “POONCH TODAY” that the office of Executive Engineer REW only believes in getting 15% to 25% of commission and those RDD officials who are posted in the office of Executive Engineers, ACD and ACP have taken everything for granted. Similarly, Assistant commissioner Panchayat also failed to introduce transparency in the department as his orders are not being accepted by a few tainted BDOs and this clearly shows that the department has become a  department of blunder only. Even there are reports of violating norms by ACP in the allotment of some works to benefit few persons, eyeing commission.  JEs, TAs, GRS, Secy Pyts have only one agenda and that is to earn money by any means. Few Secy Panchayats in some blocks are holding charge of nearly five to ten Panchayats and are openly blackmailing the public. Getting commission for PMAY from poor people has become an order of the day. On paper RDD claims development, but the ground conditions speak different languages. The department has no record of funds utilization on the ground. Many fake accounts were opened under different heads. Few months back, a news also hit the social media that a few RDD officials and a sitting Sarpanch scripted multiple frauds in one of the areas of tehsil Mendhar. Such reports also exist in various other blocks of Poonch district. A high level scandal was scripted in Sathra Block also where BDO who is also holding an additional charge of another department was seen violating the transparency act sensing exposure of a big scam. In blocks Sathra, Lassana, Poonch, Surankote, Mendhar, RDD staff members openly indulge in corruption as those people, who pay commission, get orders for second and third installments under PMAY and those who don’t give money never get second and subsequent installments. Majority of PMAY cases in Sathra block are doubtful and the deserving ones are ignored. Similar practice is also active in block Loran and Mandi. Open murder of the transparency act by Assistant Commissioner Panchayat, Executive Engineer REW and BDOs have shows that all top officers of RDD are hand in glove and are continuously murdering the government exchequer without any fear of getting punishment. ACD Poonch seems to have no control over his BDOs and ACP and this really is a cause of concern. The department is in total disarray and it would be better if the government initiates an inquiry into all blocks of Poonch district as reported massive embezzlement of funds have taken place under various schemes. ACD, ACP, BDOs and their subordinates need to be taken to task for violating the transparency act.
