POONCH: Top officials of the health department in Poonch were awarded at the UT and district levels for showing so-called 100% performance in achieving the target of golden card making and distribution, but a large number of people in the Poonch district are still without golden cards.

People have expressed concern about the workings of district administration, as well as the criteria used to award top health officials, because the health department has become an institution of continuous blunders on one account or another. On the one hand, a large number of people are still without golden cards, but on the other hand, a large number of blunders have become the order of the day in the health department. Whether attaching blue eyed staff members or giving advertisements to illegal media houses,  by violating the orders of the Information Department, top health officials have made a mockery of the system. Moreover, the land of Raja Sukhdev Singh Hospital has been encroached on from some sides, and even top health officials are involved in this big scam. When  multiple efforts were made from different quarters to know the details of the encroached land, no response was given to information seekers from the administration upto the time of filing this report. Rather than providing a straight reply, revenue department officials were seen saying that had no information about hospital land encroached. This shows that top officials of the health department who were and are involved in brazen unethical practices have maintained relations with every important office, and this is the reason that nobody is ready to take action against them. Whether it is the attachment of favourite employees, illegal practises being followed in the office of CMO Poonch, not providing COVID related expenditure and other details, giving false information to the government on golden cards, or other fake achievements on paper, the health department has deviated from its original path of providing good services to the people. Despite various platforms exposing various loopholes in the health department in Poonch, the district administration has failed to take action on reported matters of various inefficiencies; instead, those involved in various frauds were awarded time and again, possibly due to political interference. There are similar reports of brazen frauds in various health blocks under different schemes, and despite knowing everything; top officials have maintained a criminal silence for reasons best known to those sitting at the helm of affairs. Imagine an open fraud where a large number of people are still without golden cards, but on paper, the health department in Poonch has shown 100% coverage and got an award from the UT government on the basis of providing false information. Highly placed sources in the health department told “POONCH TODAY” that some CMOs and Medical Superintendents in the Jammu region are being supported by the top health officials, who are not happy with the Commissioner/Secretary health and reportedly are playing several tricks through different platforms to get a new Commissioner/Secretary health, because the present commissioner is a hard taskmaster who has not allowed top officials to indulge in corrupt practices. A few CMOs and medical superintendents in the Jammu region are deeply involved in corrupt activities with the support of the top officers, but nobody is ready to take them to task, thereby bringing a bad name to the reputation of the J&K government. A high level inquiry is needed into the various malpractices going on, and those who were and still are involved in various illegal acts under various schemes in the health department, Poonch, need to be brought to justice for playing havoc with the government exchequer. Moreover, an inquiry committee needs to be formed to detect why a large number of people are still without the golden cards and expose the claims of the district administration Poonch regarding 100% coverage of golden cards.
