Silence of Commissioner/Secretary PWD is questionable as massive frauds in PWD Rajouri and Poonch are coming out; X.ENs, subordinate staff playing foul

POONCH/RAJOURI: “POONCH TODAY” newspaper remained on forefront in detecting various multi crore frauds of PWD department which were scripted in twin border districts of Poonch and Rajouri and are still going on in PWD divisions of Poonch, Rajouri and Nowshera. The other day in Rajouri district, retaining wall of newly constructed building of GMC Rajouri collapsed which took the life of an old man. Remaining portion of that wall again collapsed and it seems that there is a threat to whole GMC Rajouri building. People have started raising eyebrows on the working of PWD department Rajouri as they alleged that entire department has become a ‘Gold mine’ of corruption in which top officials from bottom to top are neck deep involved. Rajouri and Nowshera divisions are also known for multi crore scam from store related activities and those sitting at the helm are unable to justify the transactions which took place in PWD store Nowshera and Rajouri from 2008 to 2017. A blue eyed tainted official who was looking after PWD store in PWD division Rajouri sold government material in crores to outside shops. Even many top officers of Rajouri administration and few successive legislators were adjusted out of the way by the said tainted storekeeper. In this massive crime of murdering government money, successive Executive Engineers, AEEs, JEs remained partners in crime with that storekeeper. On one hand, government claims works done through a transparent tendering process, but in reality, huge frauds have been going on in tendering process by few tainted Executive engineers and insiders told “POONCH TODAY” pleading anonymity that corrupt X.ENs are feeling ease in earning money from this so called transparent tendering process rather than following the old practice of giving contract to selected ones. Whole modus operandi of playing various frauds by Executive Engineers through tendering process is lying with “POONCH TODAY” and it shows that development claims of PWD in twin districts of Poonch and Rajouri are hollow as the main target of PWD officials is to earn money through heavy commission and by adjusting their blue eyed contactors by playing with tendering process off and on in addition of adjusting their favourite contactors by re-tendering of some works by slightly changing of nomenclature which a common man cannot detect. In Poonch district also, blacktopping of various roads has taken place recently and within few days of blacktopping, potholes have emerged and video of that poor quality blacktopping work has come on social media. AEE(Hqrs) PWD and AEE Sub division Poonch have come under radar for such a poor quality blacktopping work. There are many projects in Rajouri, Nowshera and Poonch divisions which are under investigation for poor quality work and may witness the same episode of GMC Rajouri type. In both the districts, crores of rupees were murdered alone from blacktopping work with the involvement of concerned JEs, AEEs and X.ENs. Despite detection of various scams in PWD divisions Rajouri, Poonch and Nowshera, silence of Commissioner/Secretary PWD is questionable as no action against tainted PWD officials shows that from the offices of X.ENs and their subordinate staff to Chief Engineer PWD Jammu, everybody has a fixed share.(………)
