Not only for lockdown violation, outgoing Commissioner/Secretary PWD will be remember for starting transfer industry

JAMMU: Although, there were many cases of lockdown violations by many officers which came in public domain through various media platforms, but to the surprise of all, an officer of Commissioner/Secretary rank was found involved in lockdown violation. The other day, during retirement party of outgoing Commissioner/ Secretary PWD at PWD guest house Jammu, large number of employees were seen doing party and when media reached there, all officers were seen hiding their faces. The outgoing Commissioner/ Secretary will be remembered for long for starting transfer industry in PWD in which many X.ENs, AEE’s, JEE’s, who followed the policy of hand in glove relation, were adjusted well by the said commissioner. Majority of officers of PWD in many districts are having history of serving in the same district or on post of their choice. Highly placed sources told “POONCH TODAY” that many officials of PWD which include X.EN’s , AEE’s, JEE’s and other technical officials remained a part and parcel of this high profile transfer industry started by the outgoing Commissioner. As, huge financial frauds in PWD has remained a routine affairs over the years and to ensure continuance of the same age old practice, the outgoing Commissioner, reportedly provided full shelter to his tainted officials. Alone in Poonch and Rajouri districts, major frauds in several crores were taken place over the years and those, who were involved in scripting big frauds were not taken to task, instead, they were given choicest postings in the same district. There are many examples in Poonch and Rajouri districts, in which many employees were seen rotating from one place to another within the district to ensure continuance of their corrupt practices. It is high time that government needs to conduct an inquiry into various transfers made by the outgoing Commissioner to know whether those transfers were made on merit or on ground of corruption.
