POONCH: Time and again published by “POONCH TODAY” newspaper that district administration is very much active on paper only but the ground conditions speak different language and the same has been proved 100%, when the Union Home Minister, Amit Shah, the other day, released first ever district good governance index indicating performance of administration under ten important sectors with 58 indicators with 116 data points.
The performance of administration was weighed under Agriculture and allied sectors, Commerce and Industry, Human resource development, Public Health, Public infrastructure and utilities, Social Welfare and development, Financial inclusion, Judiciary and Public safety, Environment and Citizen centric governance. In the ranking, Poonch achieved second position from last and Rajouri remained at bottom and it’s a big embarrassment for the administration of Poonch and Rajouri.
The idea behind this DGGI used by the Home Minister is to bring strong competition amongst districts from which the citizens would likely to be benefited. On one hand, the government wanted to ascertain the performance of districts under Citizen centric governance, but here at Poonch, administration has totally failed to ensure citizen centric governance with the majority of departments have been scripting big financial frauds. PWD, Poonch Development Authority, PHE, Irrigation, Social welfare, Planning, Rural development, PMGSY, Revenue, Health among those corrupt departments where there is no system of check and balances and DC Poonch used to show performance only on paper and not on the ground. Even, the academy of art, culture and languages is by passing other departments in crooked activities. Whole administrative machinery has become defunct due to massive corruption where officers mostly achieve targets on paper only. The same has been exposed when Poonch district was given 19th position out of 20 districts. If officers of the Poonch administration have a little bit of shame, then they all should accept their frauds before the public, said locals. Funds under various schemes are being murdered only. Even, Deputy Commissioner Office murdered huge funds under Red Cross to adjust nears and dears who were working as informers and other duties for the administration. All major offices of the Poonch administration have become an epicenter of naked corruption and due to this wrong practice; people have lost faith in the institution of governance. There are even reports that the office of the District Development Chairman is being run by an unknown person from behind the curtains to script major financial plays. In reality, district administration has become a hub of various scams and the latest district good governance index has exposed tall claims of administration that everything is well on the ground in both Poonch and Rajouri districts. Still on achieving this unbelievable feat of second position from last, shameless and tainted officers of administration are still feeling happy, because “Sharam magar inko aati nahi.” These ‘Khamkha ke intelligent officers’ have become a liability on the system of governance and in public interest, the government needs to ensure a massive shift in Poonch administration in public interest, else the writing is on the wall.
