RAJOURI/NOWSHERA: Continuous silence being maintained by Executive Engineers of Rajouri and Nowshera division shows that both the officers have accepted the fact that massive store scam was scripted in both the division which amounts to more than 140 crores. Inspite of showing more than Rs 140 crore booking in store, shockingly PWD has no official record and this is a clear indication how successive X.ENs, AEEs, JEs, Storekeepers murdered government exchequer in crores. If the officers had managed to indulge in huge scam from store related activities only, then one can easily come to conclusion how much amount of funds were murdered from other schemes. In a major PWD project in Rajouri district amounting to more than 5 crores, top three officials took heavy commission in several lacs which is beyond ones imigination. Nearly 25% commission from a multi crore project shows how officers over the years looted government funds in Rajouri and Nowshera  divisions. When Executive Engineer Rajouri was approached by an RTI applicant to know about the store related data, the said officer, just as an eyewash exercise, provided other data as it was completely an act of 420. The Executive Engineer PWD Rajouri provided 25 copies of a bill of Rs 37,000 passed in favour of Mahashakti Auto works. Photostat copies of some fake bills in several lacs in favour of Kashmir Spun pipe and Allied industries were given. “There are many multi crore scams in Rajouri and Nowshera divisions and   If government conducts an enquiry of the works under different schemes during the last ten years only, a massive scam in several thousands of crores will come out and many X.ENs, AEEs, JEs and Storekeeper will have to face wrath of the govt, but the question is who will bell the cat? Alone from Bitumen and Store scams, one can detect a Rs  300 crore scam in both Rajouri and Nowshera divisions” said a retired official of PWD pleading anonymity. Successive Superintending Engineers and Chief Engineers also shielded the tainted engineers for years, but now, when the cat has come out of the bag, both the Executive Engineers are not willing to provide information and it shows that they have indirectly accepted this massive store fraud worth Rs 140 crores for which an ACB inquiry is must to bring to justice those culprits who were involved in this high profile scam.
