RAJOURI: Over the years, large scale backdoor appointments were made in Rural Development Department Rajouri and a former ACD played a major role in those appointments. Many Computer Operators, Technical Assistants, GRS and Barefoot Engineers were adjusted after indulging in hand in glove activities amounting to several lakhs. Barefoot Engineers who were adjusted with an aim to help engineers and technical assistants, but shockingly they were given charge of many Panchayats, thus open murder of government exchequer was taken place in various blocks of Rajouri District. Under 14^th Finance commission, One JE was holding    charge of many Panchayats and was unable to visit every Panchayat to assure 100% works on the ground.  A RTI applicant from  Jammu approached ACD Rajouri with a request to provide the data asked, but sensing trouble, ACD directed him to come to his office and see data personally. When the RTI applicant objected and wanted delivery of data through registered post, ACD through one of the BDO directed him to deposit Rs 65,000 as RTI fee. Few backdoor orders which are available with “POONCH TODAY” shows that how Computer Assistants, were adjusted in Block Kalakote through backdoor.  Likewise, in many blocks, large scale backdoor appointments took place. Highly placed sources in Rajouri administration told “POONCH TODAY” that RDD Rajouri has become an institution of blunders where open blunders are going on for long time and district administration is also aware of the issue, but has maintained a criminal silence on the issue. Earlier, government appointed an inquiry committee to look into the issue of backdoor appointments made by a former ACD Rajouri but what happened to that committee has remained a big mystery till date. Reportedly, many BDOs also adjusted few persons on the directions of few successive ACDs, Legislators and Ministers. Locals of Rajouri have demanded a fair inquiry from the government to know how many backdoor appointments were taken place and demanding a strict action against those officials of RDD Rajouri who gave massive setback to government exchequer with such backdoor appointments.
