Open fraud reported in Rural Development Department as ACD office, BDOs, lower rung staff remain partners in crime; ACB inquiry demanded

POONCH: Commission culture in the Rural Development Department has reached an alarming level as officials never move a file without getting commission from the poor masses under the PMAY scheme. In Panchayats Galipindi, Galinag(Jandrolla) and Saloonia, those people who remained beneficiaries under IAY also got benefits under PMAY with the neck deep involvement of RDD officials which include Secretary Panchayats, GRS, Dealing assistants and even the offices of BDOs and ACD come under doubt. Those who give money get their order sheets generated and those who failed to do so never get installments on time. The role of dealing assistants in BDO and ACD offices is also under scanner. Those people who got benefits under IAY, were given more benefits under PMAY on paper by showing previously constructed houses as new ones and in return, they used to transfer money into the account of illegal beneficiaries by charging huge commission. Secretary Panchayats, GRS, Dealing Assistants have amassed huge wealth from these wrong practices. The biggest question mark is that the BDOs and ACD remain mute spectators on rising levels of corruption. Do BDOs and ACD also get their due share? This needs to be investigated. Data, which is available with “POONCH TODAY” shows that open fraud was scripted in Galipindi, Galinag(Jandrola) and Saloonia panchayats with regard to IAY/PMAY cases. On one hand, the PM of India talks of providing benefits to deserving ones, but on the ground, tainted officials of RDD believe in open fraud with a sole agenda of earning money by any means. In majority of panchayats, those, having a number of houses and are financially sound, were given benefits under PMAY scheme, because those financially well people greased the palm of tainted RDD officials and in return, got benefits. Similar reports of embezzlement of government exchequer are also coming from block NSSB, Mandi, Buffliaz, Poonch, Sathra and Mendhar. An ACB Inquiry is needed Panchayat wise in all blocks of Poonch district to detect how many underserved(financially sound) people were given PMAY benefits and how many deserved were left out because they failed to give commission to tainted officials of RDD which includes Secretary Panchayats, GRS, dealing Assistants and the concerned BDOs and ACD Poonch because it’s a question of murder of government exchequer.  Those who remained involved in this open fraud must be brought to justice by ACB because these tainted RDD officials have taken everything for granted, demanded locals of Galipindi and Saloonia.
